Our Founder, Mr. Willie Carl Jenkins, Jr. is the proud owner and operator of Freedom Janitorial Services and a Federal Consultant for Environmaster. In these positions, Mr. Jenkins works with U.S. military veterans, parolees, and homeless veterans to find meaningful employment and to re-acclimate to civilian life. As a veteran of Operations Desert Shield and Desert Storm, he understands firsthand the challenges returning veterans face, both professionally and personally.

Mr. Jenkins is also a firm believer in second chances. He provides opportunities through Freedom Janitorial Services for individuals who have earned the right to prove themselves—particularly fellow veterans, parolees, and working-class individuals. Creating these pathways is one of his greatest passions.

Freedom Janitorial Services currently services many projects and businesses from Las Cruces to Fort Bliss and White Sands. The company provides both civilian custodial services and transportation of materials for backfilling operations for private developers. Clients include several Child Development Centers (CDCs) on Fort Bliss, the Delores Housing Project in Socorro, Texas, the New Pisano Green Project at the El Paso Zoo, and various other contracts at Fort Bliss and White Sands.

Mr. Jenkins serves as Vice President of Partners for the Veterans Treatment Court and is a mentor with the El Paso Veterans Treatment Court. He is a founding board member of the Veterans Business Association and an active mentee at Dream Makers 99, a local business conservatory led by Dr. Mikel Brown.

Over the years, Mr. Jenkins has received numerous honors, including:

  • Volunteer of the Year – Juvenile Court Committee
  • 2013 El Paso Hispanic Chamber of Commerce EMA (Extraordinary Minority Award) – Disabled Veteran Award
  • 2015 SBA Emerging Leaders – First graduating class
  • 2016 SBA Veteran-Owned Business of the Year – For Freedom Janitorial
  • 2016 Emergence Health Care Center Award
  • 2017 Texas Governor’s Award
  • Volunteer of the Year – 327th District Court, Juvenile Probation Department (after nine years of service under Judge Philip R. Martinez)

Professionally, Mr. Jenkins has served as a civil service employee, a federal contractor with Raytheon Aerospace, and has held roles at DPWL and WSMR. He also worked as a law enforcement officer in New Mexico.

His educational background includes graduating from Western Technical Institute and being an alumnus of both El Paso Community College and UTEP. Mr. Jenkins is also a former loan officer, paralegal, and notary public. But his first love remains his role as Veterans Benefits Consultant who has supported veterans for many years, beginning as a work-study student at the Veterans Affairs office.

Above all, Mr. Jenkins is a proud husband, father of six, and grandfather of seven. He remains dedicated to providing a supportive, opportunity-rich environment for veterans.
